The project, “Technical Assistance to Sector Policy Support Programme in the Social Protection Sector – Service Delivery Component, Tajikistan” has been developed in collaboration with the Ministry of Labour and Social Protection of the Population (MLSPP) and the European Union (EU), to provide technical expertise to the Government of Tajikistan to ‘modernise’ the social services delivery system
Specifically, the project is supporting the Ministry of Labour and Social Protection of the Population to plan, manage and deliver high quality social services to a wide range of vulnerable groups, including children in difficult life conditions, people with disabilities, older people in need of care and support, and other vulnerable people, using ‘international best-practice' approaches and methods
The overall goal of the project is support MLSPP in developing and modernizing Social services system in the Republic of Tajikistan. The duration of the project is 36 months and has an overall budget 2,5 million Euro, funded by the EU. The project, implemented by a consortium, led by the consulting company, Oxford Policy Management, commenced on December 9, 2009.
The important objectives highlighted in the project’s Terms of Reference are:
- Support MLSPP in developing methodological guidelines for defining, testing and approving quality standards and improvement of service provision for disabled and other vulnerable groups in residential institutions, day care centres and home-based services.
- Support MLSPP in developing and implementing management mechanisms, social service quality verification (monitoring and inspection) procedures
During implementation of the project achieving below mentioned results are targeted
Developed and introduced methodological guidelines and quality standards for social service delivery
System for procurement of social service provision by non-governmental providers is strengthened and functioning across a range of service types
MLSPP has created a sustainable, effective and transparent management, coordination, monitoring and evaluation system for the social service delivery system
Within management structure of MLSPP has established a centre of excellence in social care on the basis of Chorbog national rehabilitation centre, which disseminates good practices and provides training for social workers and disability specialists in the country
New social services are introduced in 14 pilot institutions of social protection system
